BEPS AND MULTILATERAL INSTRUMENT (MLI)
KEYNOTE SPEAKER -- PASCAL SAINT AMANS, OECD, PARIS

Our 24th Annual Conference in 2019 continues from our 2018conference with refinement of BEPS recommendations, follow-up on its global implementation and resolution of "MLI" (Action 15). Our keynote topic remains BEPS PLAN ANDMULTILATERAL INSTRUMENT UNDER OECD IN ACTION.

As last year, this conference is heldjointly with IBFD, Amsterdam in co-operation with OECD, Paris. IBFD is the sister organization of International Fiscal Association. It was set up as its publications, research and training arm in 1938. As a charity, it is the largest institution of its kind in its field. Foundation forInternational Taxationis also a charity and today runs the leading conference annually on international taxation in India.

We now have the confirmation from Pascal Saint Amans, Director -OECD,Paris -to be our keynote speaker at our 2019conference. Heand his colleagues will brief us on the latest developments on their ongoing BEPS Project, as conducted by the OECD. By 2019 end, he expects it would have advanced its work on BEPS Issues and its Implementation beyond taxing digital activities to otherissues under BEPS. However, as of now, Digital Economy or Business and its taxation still remains under BEPS Action One a controversial global issue. The final recommendationunder BEPS Project is deferred to mid-2020. Many of our global expert speakers from last year willalso give their views on recent changes implemented in the US tax rules on Digital (as well as other international tax jurisdictions such as European Union, India and United States).

We also plan to invite again many of the expert speakers fromabroadwho attended last year's conference to retain continuity with our earlier discussions. They include: (provisional at May 30, 2019)

Our first speaker at the Conference will be Murray Clayson from UK, President of InternationalFiscal Association - Worldwide, with Porus Kaka from India, thePast President, as the Session Chairman. As mentioned earlier, our keynote ("Klaus Vogel") speaker this year is PascalSaint-Amans,Director of the OECD's Center for Tax Policy, Paris. He also heads the BEPS Project since its inception in 2013 and reports regularly to the G20 Finance Ministers on its progress. We also intend to invite several other experts from their OECD Team in Paris to support him.We look forward to your participation at our 24thAnnual Conference. On behalf of the Foundation, we also welcome Belema Obuoforibo, Director, International Bureau of Fiscal Documentation, Amsterdam to share the responsibility as Joint Director for this Conference from this year onwards.
